With reference to my confidential despatch

of the 30th of January, 1931, on the subject of the

conversion rate for sterling salaries, I have the

honour to enclose a copy of the General Order issued

to carry into effect the new method of conversion

and to report that the Auditor has called in question

the validity of the exemptions from the operation of

the combined rate contained in the closing words of

paragraph 3 of the Order.

In particular the Auditor questions the grant

of salary at full Treasury rate to Mr. C.D. Melbourne,

formerly Deputy Registrar of the Supreme Court who is

taking in the Colony a portion of the five months

leave granted to him prior to his retirement which will

take effect on the 1st of June, 1931.

The Auditor agrees that sterling salary drawn

out of the Colony as a result of the officer being on

leave must be paid in full (in which case it will of

course be brought to account in the Colony at the full Treasury rate) but holds that any sterling salary actually paid in the Colony must under Your Lordship's
